5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  8A.331  Utility and related services
2— appropriation.
   3There is hereby appropriated to the department out of any
4money in the treasury not otherwise appropriated an amount
5sufficient to pay all expenses incurred in the carrying out of
6the provisions of section 8A.321, subsection 3, and section
78A.322, subsection 1.
8EXPLANATION
9The inclusion of this explanation does not constitute agreement with
10the explanation’s substance by the members of the general assembly.
   11This bill provides a standing appropriation to the
12department of administrative services from money in the
13treasury not otherwise appropriated an amount sufficient to
14pay certain utility and related expenses for the official
15residence of the governor of Iowa, the state laboratories
16facility in Ankeny, and most state buildings and grounds at
17the seat of government. Specifically, the bill provides that
18the appropriation is to pay all expenses incurred in providing
19public utilities service, heat, maintenance, minor repairs, and
20equipment in operating and maintaining the official residence
21of the governor of Iowa and providing necessary lighting, fuel,
22and water services for the state laboratories facility in
23Ankeny and for most of the state buildings and grounds located
24at the seat of government.
