4and including effective date and applicability provisions.
5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.11, subsection 5, paragraph a,
2subparagraph (1), Code 2022, is amended to read as follows:
   3(1)  In order to provide additional funding to increase
4student opportunities and redirect more resources to student
5programming for school districts that share operational
6functions, a district that shares with a political subdivision
7one or more operational functions of a curriculum director,
8master social worker, independent social worker, work-based
9learning coordinator, special education director, mental
10health professional who holds a statement of recognition
11issued by the board of educational examiners, or school
12counselor, or one or more operational functions in the areas
13of superintendent management, business management, human
14resources, transportation, or operation and maintenance for at
15least twenty percent of the school year shall be assigned a
16supplementary weighting for each shared operational function.
17A school district that shares an operational function in
18the area of superintendent management shall be assigned a
19supplementary weighting of eight nine pupils for the function.
20A school district that shares an operational function in the
21area of business management, human resources, transportation,
22or operation and maintenance shall be assigned a supplementary
23weighting of five pupils for the function. A school district
24that shares the operational functions of a curriculum director;
25a master social worker or an independent social worker
26licensed under chapters 147 and 154C; a work-based learning
27coordinator; a special education director; a mental health
28professional who holds a statement of recognition issued by
29the board of educational examiners; or a school counselor
30shall be assigned a supplementary weighting of three pupils
31for the function. The additional weighting shall be assigned
32for each discrete operational function shared. However, a
33school district may receive the additional weighting under
34this subsection for sharing the services of an individual with
35a political subdivision or another school district even if
-1-1the type of operational function performed by the individual
2for the school district and the type of operational function
3performed by the individual for the political subdivision or
4another school district
are not the same operational function,
5so long as either both operational functions are eligible for
6weighting under this subsection or the operational function
7the individual performs for the school district is special
8education director
. In such either case, the school district
9shall be assigned the additional weighting for the type of
10operational function that the individual performs for the
11school district, and the school district shall not receive
12additional weighting for any other function performed by the
13individual. The operational function sharing arrangement does
14not need to be a newly implemented sharing arrangement to
15receive supplementary weighting under this subsection.
16   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
17importance, takes effect upon enactment.
18   Sec. 3.  APPLICABILITY.  This Act applies to school budget
19years beginning on or after July 1, 2022, subject to the school
20budget year limitations of section 257.11, subsection 5.
