4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 462A.5, subsection 3, paragraph a,
2subparagraph (1), Code 2022, is amended to read as follows:
   3(1)  For vessels of any length without motor or sail, twelve
4
 twenty dollars.
5   Sec. 2.  Section 462A.6, subsection 7, paragraph b, Code
62022, is amended to read as follows:
   7b.  Conventional design canoes and kayak type vessels,
8thirteen feet or less in
 of any length.
9   Sec. 3.  NEW SECTION.  462A.6B  Water use permit decal —
10water trail development and maintenance fund.
   111.  The owner of a conventional design canoe or kayak type
12vessel using the vessel on waters of this state that are under
13the jurisdiction of the commission shall purchase and display
14on the vessel a water use permit decal. The department shall
15make the water use permit decal available to purchase for
16twenty dollars at water recreation facilities operated by the
17department and at retail locations. The water use permit decal
18shall be valid until expiration three years after the date of
19purchase. Moneys from the purchase of water use permit decals
20shall be deposited as provided in subsection 2.
   212.  A water trail development and maintenance fund is
22established in the state treasury under the control of the
23department. The fund shall consist of moneys deposited
24in the fund pursuant to subsection 1 and any other moneys
25appropriated to or deposited in the fund. Moneys in the fund
26are appropriated to the department for purposes of developing
27and maintaining water trails in this state, administering
28and enforcing navigation laws, and promoting water safety.
29Notwithstanding section 8.33, moneys in the fund that remain
30unencumbered or unobligated at the close of a fiscal year shall
31not revert but shall remain available for expenditure for the
32purposes designated. Notwithstanding section 12C.7, subsection
332, interest or earnings on moneys in the fund shall be credited
34to the fund.
35   Sec. 4.  EFFECTIVE DATE.  The following takes effect July 1,

3enacting section 462A.6B.
4EXPLANATION
5The inclusion of this explanation does not constitute agreement with
6the explanation’s substance by the members of the general assembly.
   7This bill relates to registration requirements for certain
8vessels. Under current law, vessels of any length without a
9motor shall pay to a county recorder a registration fee of $12
10in order for the vessel to be issued an identification number.
11A vessel may not be used on the waters of this state that are
12under the jurisdiction of the natural resource commission
13(NRC) without an identification number. Current law exempts
14conventional design canoes and kayak type vessels that are 13
15feet or less in length from the numbering and registration
16requirements.
   17The bill increases the registration fee for vessels of any
18length without a motor to $20. However, the bill exempts a
19canoe or kayak type vessel of any length from registration
20requirements. Instead, an owner of a conventional design
21canoe or kayak type vessel using the vessel on waters of this
22state under NRC jurisdiction shall purchase and display on the
23vessel a water use permit decal. The department of natural
24resources (DNR) shall make the water use permit decal available
25to purchase for $20 at water recreation facilities operated by
26DNR and at retail locations. The water use permit decal shall
27be valid for three years from the date of purchase. Moneys
28from the purchase of water use permit decals shall be deposited
29in the water trail development fund established in the bill.
30Moneys in the fund are appropriated to DNR for purposes
31of developing and maintaining water trails in this state,
32administering and enforcing navigation laws, and promoting
33water safety.
   34The provisions of the bill relating to water use permit
35decals and the water trail development fund take effect July
