4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  SCHOOL DISTRICT FUNDING SUPPLEMENT — FISCAL
2YEAR 2022-2023.
   31.  There is appropriated from the general fund of the state
4to the department of education for the fiscal year beginning
5July 1, 2021, and ending June 30, 2022, nineteen million
6two hundred thousand dollars to make all payments to school
7districts required under subsection 2.
   82.  a.  Moneys appropriated to the department of education
9under this section shall be used to provide a funding
10supplement to each school district during the fiscal year
11beginning July 1, 2022, and ending June 30, 2023.
   12b.  Each school district’s funding supplement amount shall
13be equal to nineteen million two hundred thousand dollars
14multiplied by the quotient of the school district’s budget
15enrollment for the budget year beginning July 1, 2022, and
16ending June 30, 2023, divided by the statewide total budget
17enrollment for the budget year beginning July 1, 2022, and
18ending June 30, 2023.
   19c.  Moneys received by a school district under this section
20shall be miscellaneous income for purposes of chapter 257 and
21shall not be included in district cost.
   22d.  The school district funding supplement received by
23a school district under this section shall be used for the
24increased cost of employing para-educators, substitute
25teachers, bus drivers, and administrative and support staff
26due to worker shortages, and other increased costs incurred by
27the school district resulting from goods and services price
28inflation.
   293.  Notwithstanding section 8.33, moneys appropriated in
30this section that remain unencumbered or unobligated at the
31close of the fiscal year beginning July 1, 2021, and ending
32June 30, 2022, shall not revert but shall remain available for
33expenditure for the purposes designated until the close of the
34succeeding fiscal year.
   354.  The payment of funding supplement amounts under this
-1-1section shall be paid by the department of education at the
2same time and in the same manner as foundation aid is paid
3under section 257.16 for the fiscal year beginning July 1,
42022, and ending June 30, 2023, and may be included in the
5monthly payment of state aid under section 257.16, subsection
62.
7   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
8importance, takes effect upon enactment.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill provides a school district funding supplement
13for the fiscal year beginning July 1, 2022, and appropriates
14from the general fund of the state to the department of
15education for the fiscal year beginning July 1, 2021, and
16ending June 30, 2022, $19.2 million to make all school district
17funding supplement payments. The bill specifies that moneys
18appropriated for school district funding supplement payments
19that remain unencumbered or unobligated at the close of
20the fiscal year beginning July 1, 2021, shall not revert
21but shall remain available for expenditure for the purposes
22designated until the close of the succeeding fiscal year. Each
23school district’s funding supplement amount shall be equal
24to the portion of the $19.2 million appropriation that is
25proportionate to the school district’s budget enrollment as a
26percentage of the statewide total budget enrollment for the
27budget year beginning July 1, 2022. Such funds received by a
28school district under the bill shall be used for the increased
29cost of employing para-educators, substitute teachers, bus
30drivers, and administrative and support staff due to worker
31shortages, and other increased costs incurred by the school
32district resulting from goods and services price inflation.
33School district funding supplement payments received by a
34school district shall be miscellaneous income for purposes of
35Code chapter 257 and shall not be included in district cost.
