2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 21.8, subsection 1, unnumbered paragraph
21, Code 2022, is amended to read as follows:
   3A governmental body may conduct a meeting by electronic
4means only in circumstances where such a meeting in person is
5impossible or impractical and only
if the governmental body
6complies with all of the following:

8The inclusion of this explanation does not constitute agreement with
9the explanation’s substance by the members of the general assembly.
   10This bill relates to electronic meetings of a governmental
11body under Code chapter 21 (open meetings). The bill allows
12a governmental body to conduct a meeting by electronic means
13even when it is possible or practical to conduct the meeting
14in person if the governmental body complies with certain
15procedural requirements. Under current law, a government
16body is only allowed to conduct a meeting by electronic means
17if it is impossible or impractical for the meeting to be
18held in person and if in compliance with certain procedural
19requirements.
