3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. IOWA DEPARTMENT OF CORRECTIONS — INSTITUTIONS
2— ADMINISTRATION. The Iowa department of corrections shall
3amend its administrative rules pursuant to chapter 17A to
4provide that all individuals incarcerated at an institution
5administered by the department shall be provided with three
6hundred free telephone minutes each month and four free o-mails
7each week.
8EXPLANATION
9The inclusion of this explanation does not constitute agreement with
10the explanation’s substance by the members of the general assembly.
11This bill relates to an individual incarcerated in an
12institution administered by the department of corrections
13(department).
14The bill directs the department to amend its administrative
15rules to provide that all incarcerated individuals shall be
16provided with 300 free telephone minutes each month and four
17free o-mails (offender electronic mail system provided by the
18department) each week.
