3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 614.1, Code 2022, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 11A. Sexual abuse — minors. An action
4for damages for injury suffered as a result of sexual abuse in
5the first degree as defined in section 709.2, sexual abuse in
6the second degree as defined in section 709.3, or sexual abuse
7in the third degree as defined in section 709.4 committed on
8or with a person who was under the age of eighteen years at
9the time of the offense may be commenced at any time after the
10commission of the offense.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
14This bill relates to the statute of limitations in a civil
15action involving the sexual abuse of a minor.
16The bill provides that a civil action for damages for sexual
17abuse in the first, second, or third degree committed on or
18with a person who was under the age of eighteen years at the
19time of the offense may be commenced at any time after the
20commission of the offense.
