4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 257.11, subsection 5, paragraph a,
2subparagraph (1), Code 2022, is amended to read as follows:
   3(1)  In order to provide additional funding to increase
4student opportunities and redirect more resources to student
5programming for school districts that share operational
6functions, a district that shares with a political subdivision
7one or more operational functions of a curriculum director,
8master social worker, independent social worker, work-based
9learning coordinator, special education director, mental
10health professional who holds a statement of recognition
11issued by the board of educational examiners, or school
12counselor, or one or more operational functions in the areas
13of superintendent management, business management, human
14resources, transportation, or operation and maintenance for at
15least twenty percent of the school year shall be assigned a
16supplementary weighting for each shared operational function.
17A school district that shares an operational function in
18the area of superintendent management shall be assigned a
19supplementary weighting of eight nine pupils for the function.
20A school district that shares an operational function in the
21area of business management, human resources, transportation,
22or operation and maintenance shall be assigned a supplementary
23weighting of five pupils for the function. A school district
24that shares the operational functions of a curriculum director;
25a master social worker or an independent social worker licensed
26under chapters 147 and 154C; a work-based learning coordinator;
27a special education director; a mental health professional
28who holds a statement of recognition issued by the board of
29educational examiners; or a school counselor shall be assigned
30a supplementary weighting of three pupils for the function.
31The additional weighting shall be assigned for each discrete
32operational function shared. However, a school district
33may receive the additional weighting under this subsection
34for sharing the services of an individual with a political
35subdivision even if the type of operational function performed
-1-1by the individual for the school district and the type of
2operational function performed by the individual for the
3political subdivision are not the same operational function, so
4long as both operational functions are eligible for weighting
5under this subsection. In such case, the school district
6shall be assigned the additional weighting for the type of
7operational function that the individual performs for the
8school district, and the school district shall not receive
9additional weighting for any other function performed by the
10individual. The operational function sharing arrangement does
11not need to be a newly implemented sharing arrangement to
12receive supplementary weighting under this subsection.
13   Sec. 2.  EFFECTIVE DATE.  This Act, being deemed of immediate
14importance, takes effect upon enactment.
15   Sec. 3.  APPLICABILITY.  This Act applies to school budget
16years beginning on or after July 1, 2022, subject to the school
17budget year limitations of section 257.11, subsection 5.
18EXPLANATION
19The inclusion of this explanation does not constitute agreement with
20the explanation’s substance by the members of the general assembly.
   21This bill relates to school districts that share an
22operational function in the area of superintendent management.
   23Pursuant to Code section 257.11, in order to provide
24additional funding to increase student opportunities and
25redirect resources to student programming for school districts
26that share operational functions, a school district that shares
27with a political subdivision one or more operational functions
28of certain specified persons, or one or more operational
29functions in the area of superintendent management or other
30specified areas for at least 20 percent of the school year, is
31assigned a supplementary weighting for each shared operational
32function up to a maximum of 21 additional pupils. Current law
33provides that a school district that shares an operational
34function in the area of superintendent management is assigned a
35supplementary weighting of eight pupils for the function. The
-2-1bill increases this supplementary weighting to nine pupils.
   2The bill takes effect upon enactment and applies to school
3budget years beginning on or after July 1, 2022, through the
4school budget year beginning July 1, 2024.
