4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 298.4, subsection 1, Code 2022, is
2amended by adding the following new paragraph:
3   NEW PARAGRAPH.  g.  To pay the costs of employing a school
4resource officer. For purposes of this paragraph, “school
5resource officer”
means the same as defined in 34 U.S.C. §10389.
6   Sec. 2.  APPLICABILITY.  This Act applies to school budget
7years beginning on or after July 1, 2023.
8EXPLANATION
9The inclusion of this explanation does not constitute agreement with
10the explanation’s substance by the members of the general assembly.
   11This bill authorizes the use of revenues from the district
12management levy for the employment of school resource officers.
13Under current law, the board of directors of a school district
14may certify for levy a tax on all taxable property in the
15school district for a district management levy. The bill
16authorizes revenues from the district management levy to be
17expended to pay the costs of employing a school resource
18officer. The bill defines “school resource officer” to mean a
19career law enforcement officer, with sworn authority, deployed
20in community-oriented policing, and assigned by the employing
21police department or agency to work in collaboration with
22schools and community-based organizations to address crime
23and disorder problems, gangs, and drug activities affecting
24or occurring in or around an elementary or secondary school;
25to develop or expand crime prevention efforts for students;
26to educate likely school-age victims in crime prevention and
27safety; to develop or expand community justice initiatives for
28students; to train students in conflict resolution, restorative
29justice, and crime awareness; to assist in the identification
30of physical changes in the environment that may reduce crime in
31or around the school; and to assist in developing school policy
32that addresses crime and to recommend procedural changes.
   33The bill applies to school budget years beginning on or after
34July 1, 2023.
