4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  314.32  World War I veterans
2memorial and captain William “Hawk” Albracht bridge.
   31.  The interstate 74 bridge crossing the Mississippi river
4between this state and the state of Illinois shall be known in
5this state as the “World War I veterans memorial and captain
6William “Hawk” Albracht bridge” in memory of the veterans of
7World War I and to recognize and honor captain William “Hawk”
8Albracht, who was awarded three silver stars, three purple
9hearts, and five bronze stars for his actions in the Vietnam
10War.
   112.  The department may erect and maintain signs indicating
12the designation.
13   Sec. 2.  APPLICABILITY.  This Act applies to the segment of
14the interstate 74 bridge in Iowa as described in this Act on
15the effective date of this Act, and shall apply to the segment
16of that bridge thereafter regardless of whether the highway’s
17designation as interstate 74 is subsequently changed by the
18government of the United States.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
   22This bill provides that the interstate 74 bridge crossing
23the Mississippi river between Iowa and Illinois shall be
24known in Iowa as the “World War I veterans memorial and
25captain William “Hawk” Albracht bridge”. The bill allows
26the department of transportation to erect and maintain signs
27indicating the designation.
   28The bill applies to the segment of the interstate 74 bridge
29in Iowa on the effective date of the bill, and applies to
30the segment thereafter regardless of whether the highway’s
31designation as interstate 74 is subsequently changed by the
32U.S. government.
