3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 123.17, Code 2021, is amended by adding
2the following new subsection:
3   NEW SUBSECTION.  6A.  After any transfers provided for in
4subsections 3, 5, and 6, and before any other transfer to the
5general fund, the department of commerce shall transfer to the
6economic development authority from the beer and liquor control
7fund seven million dollars annually for a statewide tourism
8marketing campaign established pursuant to section 15.108,
9subsection 5.
10   Sec. 2.  TRANSFER OF FUNDS — TOURISM.  Of the moneys
11transferred to the economic development authority by the
12department of commerce pursuant to section 123.17, subsection
136A, as enacted by this Act, for the fiscal year beginning July
141, 2021, and ending June 30, 2022, the authority shall utilize
15two million dollars, or so much thereof as is necessary, for
16the purpose of providing funding to a statewide nonprofit
17organization whose sole purpose is to market and support
18tourism efforts in rural and urban Iowa to leverage private and
19public partnerships.
20EXPLANATION
21The inclusion of this explanation does not constitute agreement with
22the explanation’s substance by the members of the general assembly.
   23This bill requires the department of commerce to transfer
24to the economic development authority from the beer and
25liquor control fund $7 million annually for a statewide
26tourism marketing campaign. The transfer occurs after certain
27specified transfers from the fund and before other specified
28transfers.
   29The bill requires the authority to utilize $2 million of
30the moneys transferred pursuant to the bill in fiscal year
312021-2022, or so much thereof as is necessary, to provide
32funding to a statewide nonprofit organization whose sole
33purpose is to market and support tourism efforts in rural and
34urban Iowa to leverage private and public partnerships.
