Senate Study Bill 1186 - IntroducedA Bill ForAn Act 1relating to financial and regulatory matters by making
2appropriations for the fiscal year beginning July 1, 2020,
3and including effective date provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  OFFICE OF THE CHIEF INFORMATION OFFICER.  There
2is appropriated from the general fund of the state to the
3office of the chief information officer for the fiscal year
4beginning July 1, 2020, and ending June 30, 2021, the following
5amount, or so much thereof as is necessary, to be used for the
6purposes designated:
   7For implementation of a new state central personnel,
8accounting, and budget system:
..................................................  $921,000,000
   10Notwithstanding section 8.33, moneys appropriated in this
11section that remain unencumbered or unobligated at the close of
12the fiscal year shall not revert but shall remain available for
13expenditure for the purposes designated until the close of the
14succeeding fiscal year.
15   Sec. 2.  DEPARTMENT OF EDUCATION.  There is appropriated from
16the general fund of the state to the department of education
17for the fiscal year beginning July 1, 2020, and ending June 30,
182021, the following amount, or so much thereof as is necessary,
19to be used for the purposes designated:
   20For implementation of a grant program for schools that have
21met the requirement to offer full-time in-person learning under
22terms established by the department of education:
..................................................  $2320,000,000
   24Notwithstanding section 8.33, moneys appropriated in this
25section that remain unencumbered or unobligated at the close of
26the fiscal year shall not revert but shall remain available for
27expenditure for the purposes designated until the close of the
28succeeding fiscal year.
29   Sec. 3.  EFFECTIVE DATE.  This Act, being deemed of immediate
30importance, takes effect upon enactment.
31EXPLANATION
32The inclusion of this explanation does not constitute agreement with
33the explanation’s substance by the members of the general assembly.
   34This bill appropriates moneys for FY 2020-2021 (current
35fiscal year) from the general fund of the state to the office
-1-1of the chief information officer for implementation of a new
2state central personnel, accounting, and budget system, and
3to the department of education for implementation of a grant
4program for schools that have met the requirement to offer
5full-time in-person learning under terms established by the
6department.
   7The bill takes effect upon enactment.
