3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  504.103  Limitation on requirements
2imposed on corporations.
   31.  A state agency or state official shall not impose any
4requirement on a corporation, as defined in section 504.141,
5that is more stringent, restrictive, or expansive than
6requirements in Iowa or federal law. Any requirement imposed
7on a corporation contrary to this section is void.
   82.  This section does not apply to any of the following:
   9a.  University foundations.
   10b.  General administrative requirements regarding
11facilitation of basic communications between a state agency or
12official and a corporation.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill prohibits a state agency or state official from
17imposing any requirement on a nonprofit corporation that is
18more stringent, restrictive, or expansive than requirements in
19Iowa or federal law. Any contrary requirement imposed on a
20nonprofit corporation is void.
   21The bill does not apply to university foundations or general
22administrative requirements regarding facilitation of basic
23communications between a state agency or official and a
24corporation.
