2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 216A.140, Code 2021, is amended to read
2as follows:
   3216A.140  Iowa collaboration for youth development council
4 state of Iowa youth advisory council
.
   51.  Definitions.  For the purposes of this section, unless
6the context otherwise requires:
   7a.  “Youth” means children and young persons who are ages six
8through twenty-one years.
   9b.  “Youth advisory council” means the state of Iowa youth
10advisory council created by this section.
   11c.    b.  “Youth development council” means the Iowa
12collaboration for youth development council created by this
13section.
   142.  Collaboration council created.  An Iowa collaboration for
15youth development council is created as an alliance of state
16agencies that address the needs of youth in Iowa.
   173.  Purpose.  The purpose of the youth development council is
18to improve the lives and futures of Iowa’s youth by doing all
19of the following:
   20a.  Adopting and applying positive youth development
21principles and practices at the state and local levels.
   22b.  Increasing the quality, efficiency, and effectiveness of
23opportunities and services and other supports for youth.
   24c.  Improving and coordinating state youth policy and
25programs across state agencies.
   264.  Vision statement.  All youth development activities
27addressed by the youth development council shall be aligned
28around the following vision statement:
29“All Iowa youth will be safe, healthy, successful, and prepared
30for adulthood.”
   315.  Membership.  The youth development council membership
32shall be determined by the council itself and shall include the
33directors or chief administrators, or their designees, from the
34following state agencies and programs:
   35a.  Child advocacy board.

   1b.  Iowa commission on volunteer service in the office of
2the governor.
   3c.  Department of education.
   4d.  Department of human rights.
   5e.  Department of human services.
   6f.  Department of public health.
   7g.  Department of workforce development.
   8h.  Governor’s office of drug control policy.
   9i.  Iowa cooperative extension service in agriculture and
10home economics.
   11j.  Early childhood Iowa office in the department of
12management.
   136.  Procedure.  Except as otherwise provided by law, the
14youth development council shall determine its own rules of
15procedure and operating policies, including but not limited
16to terms of members. The youth development council may form
17committees or subgroups as necessary to achieve its purpose.
   187.  Duties.  The youth development council’s duties shall
19include but are not limited to all of the following:
   20a.  Study, explore, and plan for the best approach to
21structure and formalize the functions and activities of the
22youth development council to meet its purpose, and make formal
23recommendations for improvement to the governor and general
24assembly.
   25b.  Review indicator data and identify barriers to youth
26success and develop strategies to address the barriers.
   27c.  Coordinate across agencies the state policy priorities
28for youth.
   29d.  Strengthen partnerships with the nonprofit and private
30sectors to gather input, build consensus, and maximize use of
31existing resources and leverage new resources to improve the
32lives of youth and their families.
   33e.  Oversee the activities of the youth advisory council.
   34f.  Seek input from and engage the youth advisory council
35in the development of more effective policies, practices, and
-2-1programs to improve the lives and futures of youth.
   2g.    e.  Report annually by February 1 to the governor and
3general assembly.
   48.  State of Iowa youth advisory council.  A state of Iowa
5youth advisory council is created to provide input to the
6governor, general assembly, and state and local policymakers on
7youth issues.
   8a.  The purpose of the youth advisory council is to foster
9communication among a group of engaged youth and the governor,
10general assembly, and state and local policymakers regarding
11programs, policies, and practices affecting youth and families;
12and to advocate for youth on important issues affecting youth.
   13b.  The youth advisory council shall consist of no more
14than twenty-one youth ages fourteen through twenty years who
15reside in Iowa. Membership shall be for two-year staggered
16terms. The department director, or the director’s designee,
17shall select council members using an application process. The
18department director or the director’s designee shall strive
19to maintain a diverse council membership and shall take into
20consideration race, ethnicity, disabilities, gender, and
21geographic location of residence of the applicants.
   22c.  Except as otherwise provided by law, the youth advisory
23council shall determine its own rules of procedure and
24operating policies, subject to approval by the department
25director or the director’s designee.
   26d.  The youth advisory council shall meet at least quarterly.
   279.    8.  Lead agency.  The lead agency for support of the Iowa
28collaboration for youth development council and the state of
29Iowa youth advisory council
is the department. The department
30shall coordinate activities and, with funding made available
31to it for such purposes, provide staff support for the youth
32development council and the youth advisory council.

34The inclusion of this explanation does not constitute agreement with
35the explanation’s substance by the members of the general assembly.

   1This bill eliminates the state of Iowa youth advisory
2council established in Code section 216A.140. The bill retains
3another council established in the Code section, the Iowa
4collaboration for youth development council.
