3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. CHILD CARE PROVIDER REIMBURSEMENT
2RATES. Effective July 1, 2021, for child care providers
3reimbursed under the state child care assistance program,
4the department of human services shall set the reimbursement
5rates of those providers for whom the reimbursement rate is
6below such percentile at the fiftieth percentile of the most
7recent market rate survey completed prior to July 1, 2021. The
8department shall also adjust quality rating system bonuses to
9reflect the increased child care provider reimbursement rates
10as appropriate.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
14This bill provides that effective July 1, 2021, for
15child care providers reimbursed under the state child care
16assistance program, the department of human services shall
17set the reimbursement rates of those providers for whom
18the reimbursement rate is below such percentile at the 50th
19percentile of the most recent market rate survey completed
