House Study Bill 161 - IntroducedA Bill ForAn Act 1relating to pari-mutuel wagering on horse or dog races

3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 99D.11, subsection 6, paragraph b,
2subparagraph (1), Code 2021, is amended to read as follows:
   3(1)  The commission may authorize the licensee to
4simultaneously telecast within the racetrack enclosure or at
5the facility of a licensee authorized to operate an excursion
6gambling boat or gambling structure under chapter 99F, for
7the purpose of pari-mutuel wagering, a horse or dog race
8licensed by the racing authority of another state or foreign
9jurisdiction
. It is the responsibility of each licensee to
10obtain the consent of appropriate racing officials in other
11states as required by the federal Interstate Horseracing Act of
121978, 15 U.S.C. §3001 – 3007, to televise races for the purpose
13of conducting pari-mutuel wagering.

15The inclusion of this explanation does not constitute agreement with
16the explanation’s substance by the members of the general assembly.
   17This bill relates to pari-mutuel wagering on horse or dog
18races licensed in a foreign jurisdiction.
   19The bill allows licensees to simultaneously telecast
20from the licensee’s racetrack enclosure, excursion gambling
21boat, or gambling structure, horse or dog races from foreign
22jurisdictions. Under current law, wagering needs to take place
23inside the enclosure where the race is held unless the race is
24simultaneously telecast from a licensee’s racetrack enclosure,
25excursion gambling boat, or gambling structure, and the state
26racing and gaming commission may only authorize licensees to
27simultaneously telecast horse and dog races licensed by the
28racing authority of another state.
