3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. DEPARTMENT OF EDUCATION — IOWA READING RESEARCH
2CENTER. There is appropriated from the general fund of the
3state to the department of education for the fiscal year
4beginning July 1, 2021, and ending June 30, 2022, the following
5amount, or so much thereof as is necessary, to be used for the
6purposes designated:
71. For purposes of the Iowa reading research center for
8approval of practitioner preparation programs that, pursuant to
9section 256.7, subsection 3, paragraph “c”, apply for approval
10to offer practitioner preparation for the advanced dyslexia
11specialist endorsement issued by the board of educational
12examiners pursuant to section 272.2, subsection 23:

142. Notwithstanding section 8.33, moneys received by the
15department pursuant to this section that remain unencumbered or
16unobligated at the close of the fiscal year shall not revert
17but shall remain available for expenditure for the purposes
18specified in this section for the following fiscal year.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
22This bill appropriates $150,000 from the general fund of
23the state to the department of education for the 2021-2022
24fiscal year for purposes of the Iowa reading research center
25for approval of practitioner preparation programs that apply
26to offer practitioner preparation for the advanced dyslexia
27specialist endorsement issued by the board of educational
28examiners. The moneys appropriated do not revert to the
29general fund at the end of the fiscal year but shall be
30available for expenditure for the same specified purposes for
31the following fiscal year.
