2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 321.34, Code 2021, is amended by adding
2the following new subsection:
3 NEW SUBSECTION. 11E. Green warning plates.
4a. Upon application and payment of the proper fees, the
5director may issue green warning plates to the owner of a
6battery electric motor vehicle or a plug-in hybrid electric
7motor vehicle, as those terms are defined in section 321.116,
8subject to registration.
9b. Green warning plates shall be designed by the department
10and shall contain a green background. The department shall
11design green warning plates to serve as a warning to first
12responders about any unique hazards relating to battery
13electric motor vehicles and plug-in hybrid electric motor
14vehicles involved in a traffic accident or emergency.
15c. There is no additional special fee for letter-number
16designated green warning plates. An applicant may obtain
17personalized green warning plates upon payment of the fee for
18personalized plates as provided in subsection 5.
19d. Upon receipt of the special registration plates, the
20applicant shall surrender the current registration plates to
21the county treasurer. The county treasurer shall validate
22the special registration plates in the same manner as regular
23registration plates are validated under this section. There
24is no additional annual fee for letter-number designated green
25warning plates. The annual fee for personalized green warning
26plates is five dollars, which shall be paid in addition to the
27regular annual registration fee.
28 Sec. 2. Section 321.166, subsection 9, Code 2021, is amended
29to read as follows:
309. Special registration plates issued pursuant to section
31321.34, other than gold star, medal of honor, collegiate, fire
32fighter, natural resources, blackout, and flying our colors,
33and green warning registration plates, shall be consistent with
34the design and color of regular registration plates but shall
35provide a space on a portion of the plate for the purpose of
-1-1allowing the placement of a distinguishing processed emblem or
2an organization decal. Special registration plates shall also
3comply with the requirements for regular registration plates
4as provided in this section to the extent the requirements are
5consistent with the section authorizing a particular special
6vehicle registration plate.
7EXPLANATION
8The inclusion of this explanation does not constitute agreement with
9the explanation’s substance by the members of the general assembly.
10This bill authorizes the department of transportation
11(DOT) to design and issue green warning special registration
12plates. The bill requires green warning plates to contain a
13green background and to be designed to serve as a warning to
14first responders about any unique hazards relating to battery
15electric motor vehicles and plug-in hybrid electric motor
16vehicles involved in a traffic accident or emergency.
17The bill provides that there is no additional special fee for
18the issuance of letter-number designated green warning plates;
19however, an applicant obtaining personalized green warning
20plates must pay a $25 fee as set forth under current law.
