2for motor vehicles of a certain age, and including effective
3date provisions.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 321.113, subsections 2 and 3, Code 2021,
2are amended to read as follows:
   32.  If a motor vehicle is more than seven five model years
4old, the part of the annual registration fee that is based
5on the value of the vehicle shall be seventy-five percent of
6the rate as fixed when the motor vehicle was new and the total
7fee shall not be less than fifty dollars; except that if the
8registration is a renewal for a vehicle registered to the
9same owner prior to January 1, 2009, the annual registration
10fee shall not be more than the fee paid for the previous
11registration year.
   123.  If a motor vehicle is more than nine six model years
13old, the part of the annual registration fee that is based on
14the value of the vehicle shall be fifty percent of the rate as
15fixed when the motor vehicle was new and the total fee shall
16not be less than fifty dollars; except that if the registration
17is a renewal for a vehicle registered to the same owner prior
18to January 1, 2009, the annual registration fee shall not be
19more than the fee paid for the previous registration year.
20   Sec. 2.  Section 321.113, subsection 4, paragraphs a and b,
21Code 2021, are amended to read as follows:
   22a.  Except as provided in paragraph “b”, if a motor
23vehicle is twelve nine model years old or older, the annual
24registration fee is fifty thirty-five dollars; except that if
25the registration is a renewal for a vehicle registered to the
26same owner prior to January 1, 2009, the annual registration
27fee shall not be more than the fee paid for the previous
28registration year.
   29b.  If the registration is a renewal for a motor vehicle
30registered as an antique vehicle by the same owner prior
31to January 1, 2009, the annual registration fee shall be
 32twenty-seven dollars for a motor vehicle that is model year
331990 through 1993,
twenty-three dollars for a motor vehicle
34that is model year 1970 through 1983 1989, and sixteen dollars
35for a motor vehicle that is model year 1969 or older.

1   Sec. 3.  EFFECTIVE DATE.  This Act takes effect January 1,
22022.
3EXPLANATION
4The inclusion of this explanation does not constitute agreement with
5the explanation’s substance by the members of the general assembly.
   6In 2008, the general assembly amended the motor vehicle
7registration laws for purposes of increasing revenue to the
8transportation investment moves the economy in the 21st century
9fund, commonly referred to as the TIME-21 fund. This bill
10reverts portions of certain provisions relating to automatic
11reduction of motor vehicle registration fees back to the model
12year age thresholds and amounts that were in place before
13January 1, 2009.
   14The bill applies the automatic reduction of 25 percent
15to registration fees for motor vehicles more than five model
16years old. The bill applies the automatic reduction of 50
17percent to registration fees for motor vehicles more than six
18model years old. The bill does not strike the $50 minimum for
19such registration fees, which was enacted as part of the 2008
20changes.
   21The bill makes the annual registration fee for motor
22vehicles nine model years old or older $35, unless the vehicle
23is registered by the same owner as it was prior to January
241, 2009, pursuant to current law. If the motor vehicle is
25registered as an antique vehicle by the same owner as it was
26prior to January 1, 2009, the annual registration fee is $27
27for a motor vehicle that is model year 1990 through 1993, $23
28for a motor vehicle that is model year 1970 through 1989, and
29$16 for a motor vehicle that is model year 1969 or older.
   30The bill takes effect January 1, 2022.
