4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.8C, subsection 1, Code 2021, is
2amended to read as follows:
   31.  A nonambulatory person who is a resident may be issued
4one any sex deer hunting license to hunt deer with a shotgun,
5muzzleloading rifle, or straight wall cartridge rifle
during
6any established deer hunting season using the method of take
7authorized by rule for each season being hunted
 except during a
8bow-only season as established by rule by the commission
. If
9the tag is filled during one of the seasons, the license will
10not be valid in subsequent seasons. A person who applies for
11a license pursuant to this section shall complete a form, as
12required by rule, that is signed by a physician who verifies
13that the person is nonambulatory.
14EXPLANATION
15The inclusion of this explanation does not constitute agreement with
16the explanation’s substance by the members of the general assembly.
   17This bill relates to the methods of take authorized for
18use by a resident hunting deer using a license issued to a
19nonambulatory person. Current law allows a nonambulatory
20resident to receive one any sex deer hunting license to
21hunt deer during any established deer hunting season using
22the method of take authorized by rule for the season being
23hunted. Under the bill, a nonambulatory resident receiving an
24any sex deer hunting license under this provision may use a
25shotgun, muzzleloading rifle, or straight wall cartridge rifle
26during any established deer hunting season except during a
27bow-only season as established by rule by the natural resource
28commission.
