3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  DIRECT PRIMARY CARE AGREEMENTS — MEDICAID
2MEMBERS — PILOT PROGRAM.
  The department of human services
3shall develop and oversee a pilot program beginning January
41, 2022, and ending December 31, 2023, to allow Medicaid
5members in specified categories to receive primary care health
6services, as defined in section 135N.1, through a direct
7primary care arrangement, with the Iowa Medicaid enterprise
8acting as the third-party payor for such services utilizing
9state-only funds. The eligible Medicaid member categories
10shall include childless adults and pregnant women.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
   14This bill requires the department of human services to
15develop and oversee a pilot program beginning January 1, 2022,
16and ending December 31, 2023, to allow Medicaid members in
17specified categories to receive primary care health services
18through a direct primary care arrangement, with the Iowa
19Medicaid enterprise acting as the third-party payor for such
20services utilizing state-only funds. The eligible Medicaid
