3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. Section 306C.21, Code 2021, is amended to read
2as follows:
3306C.21 Information Rest areas — information centers and
4rest areas adult changing stations.
51. The department may establish or enter into agreements
6with private persons, firms, or corporations for the
7establishment of information centers in rest areas on the
8interstate, freeway primary, and primary highways, subject
9to the approval of the appropriate authority of the federal
10government. After January 1, 1997, private persons, firms, or
11corporations entering into an agreement with the department
12under this section shall not develop, establish, or own any
13commercial business located on land adjacent to the rest area
14which is subject to the agreement.
152. An interstate rest area shall be located entirely on
16the interstate right-of-way, including, but not limited to,
17 all entrance and exit ramps, all rest area buildings including
18information centers, and all parking facilities. Department
19money and resources shall not be used for any other type of
20interstate rest area. Whenever an interstate rest area is
21reconstructed, the area available for parking shall be equal
22to or more greater than the area available for parking prior
23to the reconstruction.
243. The department shall install and maintain adult changing
25stations in facilities at certain rest areas throughout the
26state as determined by the department. For purposes of this
27subsection, “adult changing station” means an adult changing
28table placed within an enclosed restroom facility or other
29similar facility that is for use by persons with disabilities
30who need assistance with diapering. This subsection is
31repealed July 1, 2026.
32EXPLANATION
33The inclusion of this explanation does not constitute agreement with
34the explanation’s substance by the members of the general assembly.
35This bill requires the department of transportation (DOT) to

2rest areas as determined by the DOT. The bill defines the term
3“adult changing station”. The requirement is repealed July 1,
