   4BE IT RESOLVED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  The following amendment to the Constitution of
2the State of Iowa is proposed:
   3Section 23 of Article I of the Constitution of the State of
4Iowa is repealed and the following adopted in lieu thereof:
  5Slavery — involuntary servitude.   SEC.23.  There shall
6be no slavery in this state, nor shall there be involuntary
7servitude.
8   Sec. 2.REFERRAL AND PUBLICATION.   The foregoing proposed
9amendment to the Constitution of the State of Iowa is referred
10to the general assembly to be chosen at the next general
11election for members of the general assembly, and shall be
12published as provided by law for three months previous to the
13date of that election.
14EXPLANATION
15The inclusion of this explanation does not constitute agreement with
16the explanation’s substance by the members of the general assembly.
   17This joint resolution proposes an amendment to the
18Constitution of the State of Iowa eliminating involuntary
19servitude as a legal punishment for crime.
   20The resolution, if adopted, would be published and then
21referred to the next general assembly for adoption, before
22being submitted to the electorate for ratification.
