2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  8H.1  Provision of period products.
   21.  The entity with authority over a state building shall
3ensure that period products are available, at no cost, in the
4restrooms of the state building.
   52.  For the purpose of this section:
   6a.  “Period products” means tampons and period pads for use
7in connection with the menstrual cycle.
   8b.  “State agency” means a unit of state government, which
9is an authority, board, commission, committee, council,
10department, or independent agency as defined in section 7E.4,
11including but not limited to each principal central department
12enumerated in section 7E.5. However, “state agency” does not
13mean any of the following:
   14(1)  The office of the governor or the office of an elective
15constitutional or statutory officer.
   16(2)  The general assembly, or any office or unit under its
17administrative authority.
   18(3)  The judicial branch, as provided in section 602.1102.
   19(4)  A political subdivision of the state or its offices or
20units, including but not limited to a county or city, but not
21including a community college.
   22c.  “State building” means a public facility or building
23owned, leased, or operated by or under the control of the
24state government, a state agency, the state department of
25transportation, the state board of regents, or the Iowa state
26fair board.
27   Sec. 2.  NEW SECTION.  218.101  Provision of period products.
   28Institutions controlled by the director of human services
29specified in section 218.1 shall make period products
30available, at no cost, to residents or patients of the
31institutions in locations and as appropriate to the health
32care needs of the residents or patients, and to staff and the
33public, in the restrooms of the institutions. As used in this
34section, “period products” means tampons and period pads for use
35in connection with the menstrual cycle.

1   Sec. 3.  NEW SECTION.  270.4A  Provision of period products.
   2The superintendent shall make period products available, at
3no cost, to students, staff, and the public in the restrooms
4of school buildings and of each campus building frequented by
5students, staff, and the public. As used in this section,
6“period products” means tampons and period pads for use in
7connection with the menstrual cycle.
8   Sec. 4.  NEW SECTION.  280.31  Provision of period products.
   91.  The board of directors of each public school district and
10the authorities in charge of each nonpublic school shall ensure
11that period products are available, at no cost, to students,
12staff, and the public in the restrooms of school buildings.
   132.  For the purposes of this section:
   14a.  “Period products” means tampons and period pads for use
15in connection with the menstrual cycle.
   16b.  “School building” means any facility that is owned or
17leased by a public school district or nonpublic school over
18which the board or authorities have care, custody, and control.
19   Sec. 5.  NEW SECTION.  904.517  Provision of period products.
   20The department shall ensure that period products are
21available to offenders committed to the institutions specified
22in section 904.102 at no cost and in a quantity and as
23appropriate to the health care needs of the individual
24offender. The department shall also ensure that period
25products are available, at no cost, for staff and the public in
26the restrooms of the institutions. For the purposes of this
27section, “period products” means tampons and period pads for use
28in connection with the menstrual cycle.
29EXPLANATION
30The inclusion of this explanation does not constitute agreement with
31the explanation’s substance by the members of the general assembly.
   32This bill requires period products to be available at no cost
33in certain buildings, institutions, and facilities under the
34control of the state and in schools.
   35The bill requires that the entity with authority over a state

   3The bill requires that institutions controlled by the
4director of the department of human services make period
5products available, at no cost, to residents or patients of
6the institutions in locations and as appropriate to the health
7care needs of the residents or patients, and to staff and the
8public, in the restrooms of the institutions.
   9The bill requires the superintendent of the school for
10the deaf to make period products available, at no cost, to
11students, staff, and the public in the restrooms of school
12buildings and of each campus building frequented by students,
13staff, and the public.
   14The bill requires the board of directors of each public
15school district and the authorities in charge of each nonpublic
16school to ensure that period products are available, at no
17cost, to students, staff, and the public in the restrooms of
18school buildings.
   19The bill requires that the department of corrections
20ensure that period products are available to offenders
21committed to the institutions at no cost and in a quantity
22and as appropriate to the health care needs of the individual
23offender. The bill also requires the department of corrections
24to ensure that period products are available, at no cost, to
25staff and the public, in the restrooms of institutions.
   26For the purposes of the bill, “period products” means
27tampons and period pads for use in connection with the
28menstrual cycle.
