4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.COLLECTION OF EMPLOYER INFORMATION —
2MEDICAID.   The department of human services shall require an
3adult applicant for or recipient of Medicaid to provide the
4name and contact information of the applicant’s or recipient’s
5employer at the time of initial application and at any time the
6recipient’s employer changes. The department shall compile
7and publish on the department’s internet site, on a quarterly
8basis, a listing of those employers who employ Medicaid
9recipients, including the number of recipients employed by each
10employer. For the purposes of the compiling and publishing of
11information by the department under this section, “employer”
12means a person who employs twenty or more employees, excluding
13part-time employees.
14EXPLANATION
15The inclusion of this explanation does not constitute agreement with
16the explanation’s substance by the members of the general assembly.
   17This bill directs the department of human services (DHS)
18to require an adult applicant for or recipient of Medicaid to
19provide the name and contact information of the applicant’s
20or recipient’s employer at the time of initial application
21and at any time the recipient’s employer changes. DHS is
22required to compile and publish on the department’s internet
23site, on a quarterly basis, a listing of those employers who
24employ Medicaid recipients, including the number of recipients
25employed by each employer. For the purposes of the compiling
26and publishing of information by DHS, an employer is a
27person who employs 20 or more employees, excluding part-time
28employees.
