BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
   Section 1.  NEW SECTION.  29C.7  Hazard mitigation financial
assistance.
   1.  If financial assistance is granted by the federal
government under the federal Robert T. Stafford Disaster Relief
and Emergency Assistance Act, Pub.L. No.93-288, as amended,
42 U.S.C. 5121 et seq.or the federal National Flood Insurance
Reform Act of 1994, Pub.L. No.103-325, 42 U.S.C. 4001 et seq.
for hazard mitigation and section 29C.6 is not applicable,
the state may participate in the funding of the financial
assistance authorized to a local government in an amount not
to exceed ten percent of the eligible expenses, with the
applicant providing the balance of any participation amount.
If financial assistance is granted by the federal government as
described in this section for state-related hazard mitigation,
the state may participate in the funding of the financial
assistance authorized, not to exceed fifty percent of the total
eligible expenses.
   2.  State participation in funding financial assistance to
local government under subsection 1 is contingent upon the
local government having on file a state-approved, comprehensive
emergency plan which meets the standards adopted pursuant to
section 29C.9, subsection 8.
