Senate Resolution 114 - Introduced

An Act 1honoring Senator Jerry Behn for his years
2of service in the Iowa Senate.
3WHEREAS, Senator Jerry Behn was born in Ames, Iowa,
4was raised in Boone County, graduated from United
5Community Schools, has farmed for almost 50 years, and
6together with his wife Dennise has raised their family
7of four children and seven grandchildren;and
8WHEREAS, Senator Behn is a long-standing member of
9the Iowa Association of Business and Industry, the Iowa
10Farm Bureau, the Iowa Soybean Association, the National
11Federation of Independent Business, and the National
12Rifle Association;and
13WHEREAS, after having served as a Boone County
14supervisor; Senator Behn was first elected to the
15Senate in 1996;and
16WHEREAS, upon election in 1996 Senator Behn
17represented Senate District 40, and beginning in 2003
18Senator Behn has represented Senate District 24, which
19now includes all or parts of Boone, Greene, Hamilton,
20Story, and Webster counties;and
21WHEREAS, during his legislative tenure of 24 years,
22the voters of his Senate districts have elected Senator
23Behn to six consecutive terms;and
24WHEREAS, during his legislative tenure, Senator
25Behn has served in a leadership capacity on a number
26of committees, including the Committee on Agriculture
27(Chairperson), the Committee on Commerce (Ranking
28Member and Chairperson); the Committee on Environment
-1-1and Energy Independence (Ranking Member), the Committee
2on Ethics (Ranking Member, Vice Chairperson, and
3Chairperson), the Committee on Local Government
4(Chairperson), the Committee on Small Business and
5Economic Development (Vice Chairperson), and the
6Committee on Ways and Means (Vice Chairperson);and
7WHEREAS, during his Senate tenure, Senator Behn
8has held a number of leadership positions, including
9as a member of the Legislative Council, including the
10Administration Committee and the Service Committee; and
11the Committee on Rules and Administration;and
12WHEREAS, in 2005 Senator Behn was elected by the
13Republican caucus as Assistant Republican Leader,
14in 2011 he was elected by the Republican caucus as
15Minority (Republican) Leader, and in 2017 and 2019 he
16was elected by the Senate as President Pro Tempore;and
17WHEREAS, during his legislative service, Senator
18Behn has earned wide respect for his integrity and
19courtesy which extends to constituents, colleagues,
20staff, lobbyists, and the press;and
21WHEREAS, throughout his legislative service,
22Senator Behn has been actively involved in matters
23of government revenue and expenditures, tax policy,
24and state budget practices, economic growth and job
25creation, and the fundamental place of agriculture in
26this state;NOW THEREFORE,
   27BE IT RESOLVED BY THE SENATE, That the Senate
28honors Senator Jerry Behn for his years of legislative
29service, and wishes him and his wife Dennise many years
30of happiness with their family.
