5BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  STATE CHILD CARE ASSISTANCE PROVIDER
2REIMBURSEMENT — DEFINITION OF INFANT AND TODDLER.
  The
3department of human services shall amend its administrative
4rules pursuant to chapter 17A to define “infant and toddler”
5as a child between the ages of two weeks and three years and to
6define “preschool child” as a child between the ages of three
7years and school age for purposes of reimbursement rates for
8infant and toddler child care providers reimbursed under the
9state child care assistance program.
10EXPLANATION
11The inclusion of this explanation does not constitute agreement with
12the explanation’s substance by the members of the general assembly.
   13This bill directs the department of human services to amend
14its administrative rules to define “infant and toddler” as a
15child between the ages of two weeks and three years and to
16define “preschool child” as a child between the ages of three
17years and school age for purposes of reimbursement rates for
18infant and toddler child care providers reimbursed under the
19state child care assistance program.
