4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  68A.507  Expenditure of funds in
2nonpartisan local elections — prohibited.
   31.  A county statutory political committee, national
4political party, or state statutory political committee shall
5not make an expenditure in support of or in opposition to a
6candidate in a county, city, or school board election that is
7conducted on a nonpartisan basis.
   82.  A county statutory political committee, national
9political party, or state statutory political committee shall
10not make a contribution to a candidate in a county, city, or
11school board election that is conducted on a nonpartisan basis.
12EXPLANATION
13The inclusion of this explanation does not constitute agreement with
14the explanation’s substance by the members of the general assembly.
   15This bill prohibits a county statutory political committee,
16national political party, or state statutory political
17committee from making an expenditure for or contribution to a
18candidate running for a county, city, or school board office
19that is selected by a nonpartisan election. By operation of
20law, a person who willfully violates a provision of the bill
21is guilty of a serious misdemeanor. A serious misdemeanor is
22punishable by confinement for no more than one year and a fine
23of at least $315 but not more than $1,875.
