Senate Study Bill 3070 - IntroducedA Bill ForAn Act 1relating to special nonresident deer and wild turkey
2hunting licenses issued to nonresident guests and
3dignitaries.
4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 483A.24, subsection 3, paragraph a, Code
22020, is amended to read as follows:
   3a.  Fifty of the nonresident deer hunting licenses shall
4be allocated as requested by a majority of a committee
5consisting of the majority leader of the senate, speaker of
6the house of representatives, and director of the economic
7development authority, or their designees
 determined by the
8department
. The licenses provided pursuant to this subsection
9shall be in addition to the number of nonresident licenses
10authorized pursuant to section 483A.8. The purpose of the
11special nonresident licenses is to allow state officials and
12local development groups to promote the state and its natural
13resources to nonresident guests and dignitaries. Photographs,
14videotapes, or any other form of media resulting from the
15hunting visitation shall not be used for political campaign
16purposes. The nonresident licenses shall be issued without
17application upon purchase of a nonresident annual hunting
18license that includes the wildlife habitat fee and the purchase
19of a nonresident deer hunting license. The licenses are valid
20in all zones open to deer hunting. The hunter education
21certificate requirement pursuant to section 483A.27 is waived
22for a nonresident issued a license pursuant to this subsection.
23   Sec. 2.  Section 483A.24, subsection 4, paragraph a, Code
242020, is amended to read as follows:

26shall be allocated as requested by a majority of a committee
27consisting of the majority leader of the senate, speaker of
28the house of representatives, and director of the economic
29development authority, or their designees
 determined by the
30department
. The licenses provided pursuant to this subsection
31shall be in addition to the number of nonresident licenses
32authorized pursuant to section 483A.7. The purpose of the
33special nonresident licenses is to allow state officials and
34local development groups to promote the state and its natural
35resources to nonresident guests and dignitaries. Photographs,

3purposes. The nonresident licenses shall be issued without
4application upon purchase of a nonresident annual hunting

11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
   14This bill relates to special nonresident deer and wild
15turkey hunting licenses allocated to nonresident dignitaries
16and guests.
   17Under current law, a committee consisting of the
18majority leader of the senate, the speaker of the house of
19representatives, and the director of the economic development
20authority, or their respective designees, may allocate up to
2150 nonresident deer hunting licenses to nonresident guests and
22dignitaries. A committee consisting of the same persons may
23allocate up to 50 nonresident wild turkey hunting licenses
24to nonresident guests and dignitaries. These licenses are
25issued in addition to the number of nonresident licenses the
26natural resource commission authorizes for nonresident deer
27and wild turkey hunters. The deer hunting licenses are valid
28in all zones open to deer hunting and the wild turkey hunting
29licenses are valid in all zones open to wild turkey hunting.
30The purpose of these licenses is to allow state officials and
31local development groups to promote the state and its natural
32resources to nonresident guests and dignitaries.
   33The bill eliminates the committees and requires the
34department of natural resources to allocate the licenses.
