Senate Study Bill 3044 - IntroducedA Bill ForAn Act 1concerning funding for training and related expenses of

3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 35A.11, subsection 1, Code 2020, is
2amended to read as follows:
   31.  A veterans license fee fund is created in the state
4treasury under the control of the commission. Notwithstanding
5section 12C.7, interest or earnings on moneys in the veterans
6license fee fund shall be credited to the veterans license fee
7fund. Moneys in the fund are appropriated to the commission
8to be used to fulfill the responsibilities of the commission
9
 provide grants of not more than three thousand dollars per
10county each fiscal year for training and related expenses of
11county veteran service officers
.
12   Sec. 2.  Section 35A.16, subsection 3, paragraph a, Code
132020, is amended to read as follows:
   14a.  If sufficient moneys are available, the department
15shall annually allocate ten thousand dollars to each county
16commission of veteran affairs, or to each county sharing the
17services of an executive director or administrator pursuant
18to chapter 28E, to be used to provide services to veterans
19pursuant to section 35B.6 and for training and related expenses
20of county veteran service officers
. Each county receiving
21an allocation shall annually report on expenditure of the
22allocation in a form agreed to by the department and county
23representatives.
24EXPLANATION
25The inclusion of this explanation does not constitute agreement with
26the explanation’s substance by the members of the general assembly.
   27This bill concerns training for county veteran service
28officers.
   29Code section 35A.11, concerning the veterans license
30fee fund, is amended to provide that moneys in the fund are
31appropriated to the commission on veterans affairs to provide
32grants of not more than $3,000 per county each fiscal year
33for training and related expenses of county veteran service
34officers. Currently, moneys in the fund are appropriated
35to the commission to fulfill the responsibilities of the

   2Code section 35A.16, concerning the county commissions of
3veteran affairs fund, is amended to provide that counties may
4use moneys allocated to each county from the fund for training
5and related expenses of county veteran service officers.
