House Resolution 17 - Introduced
An Act 1celebrating the life and accomplishments
2of Dr.Norman Borlaug and recognizing the one
3hundred fifth anniversary of his birth on Monday,
4March 25, 2019.
5WHEREAS, Dr.Norman Borlaug was born on March
625, 1914, on a farm in Howard County, Iowa, attended
7kindergarten through 8th grade in a one-room school
8house, graduated from high school in Cresco, Iowa,
9and worked his way through college during the Great
10Depression, eventually earning a doctorate degree in
11plant pathology; and
12WHEREAS, Dr.Borlaug’s breakthrough achievements
13in plant breeding resulted in dramatically increasing
14wheat yields and saving as many as one billion
15lives;and
16WHEREAS, in 1970, Dr.Borlaug received the Nobel
17Peace Prize, in 1977 received the Presidential Medal of
18Freedom, and in 2007 received the Congressional Gold
19Medal;and
20WHEREAS, Dr.Borlaug’s vision of creating a World
21Food Prize honoring outstanding individuals who have
22made vital contributions to improving the quality,
23quantity, or availability of food throughout the world
24was realized in 1986;and
25WHEREAS, since then, World Food Prize Laureates have
26been recognized from countries from around the world,
27including Bangladesh, Belgium, Brazil, Cape Verde,
28China, Cuba, Denmark, Ethiopia, Ghana, India, Israel,
-1-1Mexico, Nigeria, Sierra Leone, Switzerland, Uganda, the
2United Kingdom, and the United States;and
3WHEREAS, on May 10, 2002, the Iowa General Assembly
4enacted Senate File 2057, permanently recognizing
5October 16 of each year as Dr.Norman E. Borlaug World
6Food Prize Day;and
7WHEREAS, each state is granted two statues of
8notable citizens to be displayed in the United States
9Capitol’s Statuary Hall;and
10WHEREAS, on March 23, 2011, the Iowa General
11Assembly enacted House Joint Resolution 16 authorizing
12the commission of a statue honoring Dr.Borlaug;and
13WHEREAS, the bronze statue of Dr.Borlaug was
14unveiled in the U.S. Capitol on March 25, 2014;NOW
15THEREFORE,
16BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES, That
17the House of Representatives celebrates the life’s work
18and memory of Dr.Norman Borlaug, and recognizes his
19permanent legacy to humanity;and
20BE IT FURTHER RESOLVED, That a copy of this
21resolution be delivered to the Honorable Ambassador
22Kenneth M. Quinn, President of the World Food Prize
23Foundation.
