3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  ECONOMIC DEVELOPMENT AUTHORITY — STUDY OF
2COMBINED HEAT AND POWER.
   31.  The economic development authority, in cooperation with
4the Iowa utilities board, shall conduct a study regarding
5the potential opportunities and barriers associated with the
6development of combined heat and power as an efficient and
7clean approach to generating electric power and useful thermal
8energy from a single fuel source at the point of use. In
9conducting the study, the economic development authority shall
10evaluate all of the following:
   11a.  The feasibility of capturing and utilizing biogas
12produced from animal feeding operations.
   13b.  Challenges associated with integrating systems with the
14electric grid infrastructure.
   15c.  The resiliency and reliability of systems when used as
16backup sources of electricity in case of a grid outage.
   17d.  An identification of best strategies for future
18development and expansion, including the best types of
19installations and customers and the best scale of projects,
20including the experiences in other states.
   212.  The economic development authority shall invite
22participation from interested stakeholders including the
23department of energy’s CHP technical assistance partnerships
24for the midwest region, the Iowa energy center, the Iowa
25utility association, and organizations representing livestock
26producers.
   273.  The economic development authority shall prepare and
28submit a report, including findings and recommendations, to the
29governor and general assembly, not later than January 13, 2020.
30EXPLANATION
31The inclusion of this explanation does not constitute agreement with
32the explanation’s substance by the members of the general assembly.
   33This bill requires the economic development authority, in
34cooperation with the Iowa utilities board, to conduct a study
35regarding the potential opportunities and barriers associated
-1-1with the development of combined heat and power, which could
2replace to some degree the purchase of electricity distributed
3on the electric grid or burning fuel in on-site furnaces. The
4authority is required to invite participation from interested
5stakeholders and submit a report to the governor and general
6assembly by January 13, 2020.
