4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  WATER RESOURCES COORDINATING COUNCIL — PILOT
2PROJECT TO INSTALL RIPARIAN BUFFERS.
   31.  The water resources coordinating council established
4pursuant to section 466B.3 shall make recommendations for the
5implementation of a pilot project involving the installation of
6riparian buffers consisting of perennial vegetation adjacent to
7waters of the state to be located within a subwatershed that
8is part of a regional watershed as defined in section 466B.2
9and that is on a list of targeted subwatersheds or regional
10watersheds prepared by the department of natural resources.
   112.  The pilot project shall do all of the following:
   12a.  Protect state water resources from erosion and runoff
13pollution.
   14b.  Stabilize soils, shores, and banks.
   15c.  Protect or provide riparian corridors.
   16d.  Achieve adoption of buffers by all landowners owing
17shoreland in the watershed.
   183.  In preparing the recommendations, the council shall
19consider methods to best implement a pilot project, including
20but not limited to planning, mapping, providing technical and
21financial assistance, alternative practices, tracking progress
22towards compliance, enforcement, other governance issues, and
23maintenance.
   244.  In preparing the recommendations, the council shall
25consult with commissioners of soil and water conservation
26districts, local water management authorities, interested state
27agencies and private organizations, and landowners.
   285.  The council shall prepare and submit a report to the
29governor and general assembly not later than January 13, 2020.
30The report shall include recommendations for action by the
31general assembly, including proposed legislation to establish
32the pilot project for consideration by the general assembly
33during the 2020 legislative session.
34EXPLANATION
35The inclusion of this explanation does not constitute agreement with

   2This bill requires the water resources coordinating council
3to make recommendations for a pilot project involving the
4installation of riparian buffers consisting of perennial
5vegetation adjacent to waters of the state. The pilot project
6is to establish water quality practices, protect state water
7resources, stabilize soil, protect riparian corridors, and
8provide for buffers along shorelines. The council is required
9to prepare and submit a report to the governor and general
10assembly not later than January 13, 2020.
