4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. STATE VOTER IDENTIFICATION LAWS — PUBLIC
2AWARENESS CAMPAIGN — APPROPRIATION — REPORT.
31. There is appropriated from the general fund of the state
4to the office of the secretary of state for the fiscal year
5beginning July 1, 2019, and ending June 30, 2020, the following
6amount, or so much thereof as is necessary, to be used for the
7purposes designated:
8For the public purpose of developing and administering a
9public awareness campaign as specified in this section:

112. The moneys appropriated in this section shall be used
12to support a statewide campaign to increase public awareness
13of the state’s voter identification laws as amended by 2017
14Iowa Acts, chapter 110, and to increase and promote voter
15participation amongst Iowans with disabilities.
163. The office of the secretary of state shall submit
17a report regarding the details and outcomes of the public
18awareness campaign to the governor and the general assembly by
19October 1, 2020.
20EXPLANATION
21The inclusion of this explanation does not constitute agreement with
22the explanation’s substance by the members of the general assembly.
23This bill appropriates $100,000 from the general fund
24of the state to the office of the secretary of state for
25FY 2019-2020 for the public purpose of developing and
26administering a statewide public awareness campaign to increase
27public awareness of state voter identification laws and to
28increase and promote voter participation amongst Iowans with
29disabilities. The bill requires the office of the secretary of
30state to submit a report regarding the details and outcomes of
31the public awareness campaign to the governor and the general
32assembly by October 1, 2020.
