4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  LEGISLATIVE INTERIM STUDY COMMITTEE — STATE
2ASSISTANCE PROGRAM INCOME RESTRICTIONS.
   31.  The legislative council is requested to establish
4an interim study committee to evaluate the impact of state
5assistance program income restriction guidelines. The
6committee shall specifically evaluate the financial impact
7of a modest increase in income, coupled with a resulting
8ineligibility for state assistance programs, commonly referred
9to as the “cliff effect”, on current and former participants in
10such programs. State assistance programs to be evaluated shall
11include but not be limited to the state child care assistance
12and food assistance programs.
   132.  The committee shall meet during the 2019 legislative
14interim and shall submit a report to the governor and the
15general assembly by December 21, 2019.
16EXPLANATION
17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill requests the legislative council to establish
20an interim study committee for the 2019 legislative interim.
21The bill requires the study committee to evaluate the impact
22of state assistance program income restriction guidelines.
23The bill requires the committee to specifically evaluate the
24financial impact of a modest increase in income coupled with a
25resulting ineligibility for state assistance programs, commonly
26referred to as the “cliff effect”, on current and former
27participants in state assistance programs including but not
28limited to state child care assistance and food assistance.
   29The committee is required to submit a report to the governor
30and the general assembly by December 21, 2019.
