2Iowa opportunity scholarship program.
3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 261.87, subsection 1, paragraph b,
2subparagraph (3), unnumbered paragraph 1, Code 2019, is amended
3to read as follows:
   4Is age eighteen through twenty-three and is described by any
5of the following:
6   Sec. 2.  Section 261.87, subsection 1, paragraph d,
7unnumbered paragraph 1, Code 2019, is amended to read as
8follows:
   9“Eligible surviving-child student” means a qualified student
10who is under the age of twenty-six, or under the age of thirty
11if the student is a veteran who is eligible for benefits,
12or has exhausted the benefits, under the federal Post-9/11
13Veterans Educational Assistance Act of 2008; who is
not a
14convicted felon as defined in section 910.15; and who meets any
15of the following criteria:

17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill modifies age requirements for eligibility for
20foster care and eligible surviving-child students under the all
21Iowa opportunity scholarship program.
   22A requirement that certain foster care students be between
23age 18 and 23 in order to be eligible for the program is
24stricken, as is a requirement that the surviving child of a
25peace officer, fire fighter, or sheriff or deputy sheriff be
26under the age of 26, or under the age of 30 if the child is a
27veteran, in order to be eligible for the program.
