3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 321.457, subsection 2, paragraph i, Code
22019, is amended to read as follows:
   3i.  A stinger-steered automobile transporter shall not
4have an overall length exceeding seventy-five eighty feet,
5exclusive of retractable extensions used to support the load
6and all other devices or appurtenances related to the safe and
7efficient operation of the vehicle, except that the load may
8extend up to three four feet beyond the front bumper and up to
9four six feet beyond the rear bumper.
10EXPLANATION
11The inclusion of this explanation does not constitute agreement with
12the explanation’s substance by the members of the general assembly.
   13Under current law, Code section 321.457 prohibits a
14stinger-steered automobile transporter from having an overall
15length exceeding 75 feet, exclusive of retractable extensions
16used to support the load and all other devices or appurtenances
17related to the safe and efficient operation of the vehicle,
18except that the load may extend up to three feet beyond the
19front bumper and up to four feet beyond the rear bumper.
20Federal law (49 U.S.C. §31111(b)(1)(G)) prohibits states from
21prescribing or enforcing regulations that impose a vehicle
22length limitation of less than 80 feet on stinger-steered
23automobile transporters with a front overhang of less than four
24feet and a rear overhang of less than six feet. Code section
25321.1 defines “stinger-steered automobile transporter” to mean
26any vehicle combination designed and used specifically for the
27transport of assembled highway vehicles, recreational vehicles,
28or boats in which the fifth wheel is located on a drop frame
29located below and behind the rearmost axle of the power unit.
   30This bill increases the length limitation on stinger-steered
31automobile transporters to 80 feet, and authorizes the load to
32extend up to four feet beyond the front bumper and up to six
33feet beyond the rear bumper.
   34A violation of Code section 321.457 is punishable by a
35scheduled fine of $200.
