4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  STUDY — DIRECT MARKETING OF FOOD INITIATIVE TASK
2FORCE.
   31.  There is created a direct marketing food initiative task
4force to be comprised of all of the following:
   5a.  The secretary of agriculture, representing the
6department of agriculture and land stewardship, who shall serve
7as chairperson of the task force.
   8b.  The director of the economic development authority.
   9c.  The director of the Iowa department of public health.
   10d.  The director of the department of inspections and
11appeals.
   122.  The task force shall be housed in the department of
13agriculture and land stewardship which shall furnish the
14task force with all necessary supplies and administrative
15assistance.
   163.  The task force shall conduct a study of issues affecting
17the direct marketing of food produced by farmers to consumers
18with the objective of expanding opportunities for Iowa farmers
19to sell fresh wholesome food to consumers with a minimum of
20government involvement. The task force shall review all
21state statutes and administrative rules that impose burdens
22upon persons seeking to begin or expand such direct marketing
23opportunities.
   244.  The task force shall prepare a report to be submitted
25to the governor and general assembly not later than January
264, 2021, which includes its findings and recommendations,
27including proposed legislation or rules that eliminate
28regulatory burdens but do not violate federal law or compromise
29food safety.
   305.  This section is repealed on June 30, 2021.
31EXPLANATION
32The inclusion of this explanation does not constitute agreement with
33the explanation’s substance by the members of the general assembly.
   34This bill establishes a direct marketing food initiative
35task force comprised of persons representing the department
-1-1of agriculture and land stewardship, the economic development
2authority, the Iowa department of public health, and the
3department of inspections and appeals. The purpose of the task
4force is to conduct a study of issues affecting the direct
5marketing of food produced by farmers to consumers with the
6objective of expanding opportunities for private business with
7a minimum of government involvement. The task force must
8prepare a report to be submitted to the governor and general
9assembly not later than January 4, 2021, which includes its
10findings and recommendations. The task force is eliminated on
11June 30, 2021.
