4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. BOARD OF REGENTS STATEMENT. The board of regents
2shall adopt a statement of free expression modeled on, and
3at least as committed to protecting free expression as, the
4university of Chicago’s January 2015 report of the committee on
5freedom of expression. The statement shall be published prior
6to commencement of the fall 2019 academic calendar year.
7EXPLANATION
8The inclusion of this explanation does not constitute agreement with
9the explanation’s substance by the members of the general assembly.
10This bill provides that the board of regents shall adopt
11a statement of free expression. The bill provides that the
12statement of free expression shall be modeled on, and at least
13as committed to protecting free expression as, the university
14of Chicago’s January 2015 report of the committee on freedom
15of expression. The bill provides that the statement shall
16be published prior to commencement of the fall 2019 academic
17calendar year.
