Senate Concurrent Resolution 4 - Introduced

A Concurrent Resolution 1requesting establishment of
2an interim study committee to identify creative,
3environmental, and sustainable ways to limit
4single-use plastics.
5WHEREAS, plastic has been mass produced for about
6sixty years and in that time has created over eight
7billion metric tons of waste, of which only about nine
8percent is recycled;and
9WHEREAS, plastic waste could sit in Iowa landfills
10for hundreds of years or, in the case of lighter
11plastic materials such as bags and plastic wrap, get
12blown by the wind into the natural environment;and
13WHEREAS, even though some Iowa communities have
14developed creative solutions to address waste plastic,
15such as the metro waste authority’s plastic bag swap
16competition, the amount of plastic waste heading
17to landfills has outpaced the amount reduced or
18recycled;NOW THEREFORE,
   19BE IT RESOLVED BY THE SENATE, THE HOUSE OF
20REPRESENTATIVES CONCURRING, That the legislative
21council is requested to establish a legislative interim
22committee, composed of three members of the Senate and
23three members of the House of Representatives, to meet
24during the 2019 interim to study and discuss creative,
25environmental, and sustainable ways to limit single-use
26plastics. The committee shall consider testimony from
27interested stakeholders, including but not limited to
28representatives of solid waste agencies from within the
-1-1state and representatives from regents institutions
2who research corn-based polymers and biodegradable
3materials;and

   4BE IT FURTHER RESOLVED, That the committee is
5directed to submit its findings and recommendations to
6the general assembly by December 31, 2019.
