2BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  306.48  Roundabouts on primary road
2system prohibited.
   3The department shall not design or construct a roundabout
4on the primary road system, including any road over which
5the department exercises concurrent jurisdiction pursuant to
6section 306.4. For purposes of this section, “roundabout” means
7a circular intersection at which two or more roads meet where
8motor vehicles travel counterclockwise around a center island.
9EXPLANATION
10The inclusion of this explanation does not constitute agreement with
11the explanation’s substance by the members of the general assembly.
   12This bill prohibits the department of transportation (DOT)
13from designing or constructing a roundabout on the primary
14road system, including any road over which the DOT exercises
15concurrent jurisdiction. Under Code section 306.3, the
16primary road system includes those roads both inside and
17outside the boundaries of municipalities which are under DOT
18jurisdiction. Under Code section 306.4, the DOT exercises
19concurrent jurisdiction over municipal extensions of primary
20roads, extensions of primary roads which both enter and exit
21from state land at separate points, and extensions of primary
22roads which both enter and exit from a county park or other
23county conservation area at separate points.
