3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  INTERIM STUDY COMMITTEE — EVALUATION OF
2COURT DEBT COLLECTION SYSTEM.
  The legislative council is
3requested to establish a legislative interim committee during
4the 2019 interim to study and discuss issues relating to the
5state’s court debt collection system. The committee shall
6develop a plan to reform the current system set forth in
7section 602.8107 to better enable debtors to become free from
8burdensome court debt. In conducting the study and developing
9recommendations, the committee shall consider testimony
10from interested stakeholders, including but not limited to
11representatives from the judicial branch, the department of
12corrections, the attorney general’s office, the Iowa county
13attorneys association, the state public defender’s office, and
14Iowa legal aid. The committee shall submit its findings and
15recommendations to the general assembly by December 31, 2019.

   19This bill requests the legislative council to establish
20a legislative interim committee during the 2019 interim to
21study and discuss issues relating to the state’s court debt
22collection system. The committee is directed to work to
23develop a plan to reform the current system set forth in Code
24section 602.8107 to better enable debtors to become free from
25court debt. The committee is directed to submit its findings
26and recommendations to the general assembly by December 31,
