3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  UTILITIES BOARD STUDY — DISCONTINUATION OF
2COAL FOR ELECTRICITY PRODUCTION.
  The utilities board of
3the utilities division of the department of commerce shall
4conduct a study assessing the economic impact of discontinuing
5the use of coal for electricity production in the state by
6calendar year 2035. The study shall require the board to
7conduct contested case proceedings of rate-regulated electric
8utilities in the state that use coal to generate electricity
9and shall assess the economic impact of the discontinuation by
10assuming that future energy production needs are met through
11renewable sources, compared to the continued use of coal and
12other nonrenewable sources. The board shall submit a report
13regarding the results of the study, including its findings and
14recommendations, to the general assembly and the governor by
15July 1, 2021.

17The inclusion of this explanation does not constitute agreement with
18the explanation’s substance by the members of the general assembly.
   19This bill requires the Iowa utilities board to conduct a
20study assessing the economic impact of discontinuing coal use
21for electricity production in Iowa by 2035. The board shall
22conduct contested case proceedings of rate-regulated electric
23utilities that use coal and shall assume that future production
24needs are met through renewable sources, compared to coal and
25other nonrenewable sources. The board shall submit a report,
26including its findings and recommendations, to the general
27assembly and the governor by July 1, 2021.
