4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  Section 356.6A, subsection 1, Code 2019, is
2amended to read as follows:
   31.  The personnel of a jail or municipal holding facility
4shall inquire whether the prisoner is a veteran, and if
5so, shall inform the prisoner, within twenty-four hours
6of incarceration, that the prisoner may be entitled to a
7visit from a veteran service officer to determine if veteran
8services are required or available. The personnel of a jail or
9municipal holding facility shall inform the county commission
10of veteran affairs of the county where the jail or facility is
11located of the incarceration of a veteran within twenty-four
12hours of the veteran’s incarceration.
Within seventy-two
13hours of determining a prisoner is a veteran incarceration,
14the personnel of a jail or municipal holding facility shall
15provide the prisoner with the contact information for the
16county commission of veteran affairs of the county where the
17jail or facility is located, and the prisoner shall be allowed
18to contact the county commission of veteran affairs to request
19a visit from a veteran service officer.
20EXPLANATION
21The inclusion of this explanation does not constitute agreement with
22the explanation’s substance by the members of the general assembly.
   23This bill provides that a county commission be notified of
24the incarceration of a veteran at a jail or municipal holding
25facility.
   26Code section 356.6A(1) currently provides that the personnel
27of a jail or municipal holding facility shall inquire whether a
28prisoner is a veteran and, if so, shall inform the prisoner,
29within 24 hours of the veteran’s incarceration, that the
30prisoner may be entitled to a visit from a veteran service
31officer to determine if veteran services are required or
32available. The personnel of a jail or municipal holding
33facility must also provide the prisoner, within 72 hours of the
34veteran’s incarceration, with the contact information for the
35county commission of veteran affairs of the county where the

2to contact the county commission of veteran affairs to request
3a visit from a veteran service officer.
   4The bill provides that, within 24 hours of the veteran’s
5incarceration, personnel of the jail or municipal holding
6facility shall inform the county commission of veteran affairs
7of the county where the jail or facility is located of the
8incarceration of a veteran. A veteran is defined as a person
9who was a member of the regular component of the armed forces
10of the United States, national guard, or reserves.
