3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  537.8102  Provision of photo
2identification as condition of check cashing or acceptance.
   31.  A retailer shall require the presenter of a check, as
4a condition of check cashing or acceptance of the check in
5connection with the purchase of any goods or services, to
6present a valid government-issued photo identification card
7that identifies the presenter as the issuer of the check.
   82.  For purposes of this section:
   9a.  “Check” means the same as defined in section 203.1.
   10b.  “Check cashing” means the same as defined in section
11529.1.
   12c.  “Retailer” means the same as defined in section 423.1.
13EXPLANATION
14The inclusion of this explanation does not constitute agreement with
15the explanation’s substance by the members of the general assembly.
   16This bill provides that a retailer shall require a presenter
17of a check to present a valid government-issued identification
18card that identifies the presenter as the issuer of the check,
19as a condition of check cashing or acceptance of the check
20for the purchase of any goods or services. The bill defines
21“check”, “check cashing”, and “retailer”, as specified in the
22bill.
