4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. DEPARTMENT OF HUMAN SERVICES — PREVOCATIONAL
2SERVICES — RATE ANALYSIS — REPORT. The department of
3human services shall conduct an analysis of the rates for
4prevocational services provided under Medicaid home and
5community-based services waivers to determine the actual
6average cost of such services. The department shall report
7the results of the rate analysis, including the methodology
8used and the actual average cost of the services as determined
9by the analysis, to the governor and the general assembly by
10October 1, 2019.
11EXPLANATION
12The inclusion of this explanation does not constitute agreement with
13the explanation’s substance by the members of the general assembly.
14This bill directs the department of human services (DHS) to
15conduct an analysis of the rates for prevocational services
16under Medicaid home and community-based services waivers to
17determine the actual average cost of such services. The
18bill directs DHS to report the results of the rate analysis,
19including the methodology used and the actual average cost
20of the services determined, to the governor and the general
21assembly by October 1, 2019.
