3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1   Section 1.  NEW SECTION.  68A.507  Employer control of
2employee contributions prohibited.
   31.  An employer employing persons in Iowa shall not do any
4of the following:
   5a.  Prohibit an employee from making a contribution to a
6committee.
   7b.  Require an employee to receive approval prior to making
8a contribution to a committee.
   9c.  Limit the amount of any contribution an employee makes
10to a committee.
   11d.  Take any adverse action against an employee for an
12employee’s contributing to or failing to contribute to a
13committee.
   142.  This section does not apply to an employee if the
15political affiliation or viewpoint of the employee is a bona
16fide occupational qualification of the employment.
17EXPLANATION
18The inclusion of this explanation does not constitute agreement with
19the explanation’s substance by the members of the general assembly.
   20This bill prohibits an employer who employs people in
21Iowa from prohibiting, limiting, or requiring approval for
22the contributions of employees to political committees or
23candidates’ committees. The bill does not apply to an employee
24for whom a particular political viewpoint or affiliation is
25a bona fide qualification of the employment. By operation
26of law, a person who violates the bill is guilty of a
27serious misdemeanor. A serious misdemeanor is punishable by
28confinement for no more than one year and a fine of at least
29$315 but not more than $1,875.
