3BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. NEW SECTION. 483A.8D Youth deer and youth wild
2turkey hunting licenses — cost — season length.
31. The cost for a youth deer hunting license shall be no
4more than fifty percent of the cost of a resident deer hunting
5license, as provided in rules adopted pursuant to section
6483A.1. The cost for a youth wild turkey hunting license shall
7be no more than fifty percent of the cost of a resident wild
8turkey hunting license, as provided in rules adopted pursuant
9to section 483A.1.
102. The department shall make available for purchase youth
11deer hunting licenses and youth wild turkey hunting licenses
12during the entire calendar year.
133. Youth wild turkey hunting season shall last for nine
14days, including two full weekends. The department may reduce
15the length of the youth wild turkey hunting season only after
16it submits to the public a report stating the biological reason
17such a reduction is necessary and only after it eliminates all
18other wild turkey hunting seasons.
19EXPLANATION
20The inclusion of this explanation does not constitute agreement with
21the explanation’s substance by the members of the general assembly.
22The department of natural resources currently regulates
23the cost and availability of youth deer and youth wild turkey
24hunting licenses and the length of the youth wild turkey
25hunting season by rule. This bill prohibits the department
26from establishing a cost on a youth deer or youth wild turkey
27hunting license that is higher than 50 percent of a resident
28deer or resident wild turkey hunting license, respectively.
29The bill also requires the department to sell youth deer and
30youth wild turkey hunting licenses during the entire calendar
31year. Last, the bill sets the season length for the youth wild
32turkey hunting season at nine days. The department may shorten
33the season only after it submits to the public a report in
34which it explains the biological reason why reducing the length
35of the season is necessary and only after it eliminates all
