4BE IT ENACTED BY THE GENERAL ASSEMBLY OF THE STATE OF IOWA:
1 Section 1. NEW SECTION. 135.39F Indoor mold public
2information and awareness program.
31. As used in this section, “indoor mold” means any form of
4multicellular fungi, including but not limited to cladosporium,
5penicillium, alternaria, aspergillus, fusarium, trichoderma,
6memnoniella, mucor, and stachybotrys chartarum, found in damp
7or water-damaged indoor environments and building materials.
82. The department shall establish an indoor mold public
9information and awareness program to assist the public in
10understanding the threat of indoor mold found in indoor
11environments and the importance of the proper removal of indoor
12mold. As part of the program, the department shall do all of
13the following:
14a. Beginning July 1, 2026, review the adverse effects
15to humans from exposure to indoor mold found in damp and
16water-damaged indoor environments. In reviewing the adverse
17effects, the department shall consult with medical research
18institutions and organizations with expertise in the adverse
19effects of such exposure. The department shall submit a report
20that contains the department’s findings and recommendations to
21the general assembly by June 30, 2027.
22b. Every five years, beginning July 1, 2027, review
23technology or treatment techniques for indoor mold
24identification and remediation that provide additional
25protections to public health and safety. The review performed
26shall include an examination of any new scientific evidence
27that indicates that indoor mold may present a greater health
28risk to the public than previously determined. The department
29shall submit a report to the general assembly following
30completion of each review, including the findings of and
31recommendations for additional protections for the public
32health and safety based on the review.
33c. Establish a public information and awareness campaign
34on the dangers of indoor mold and damp or water-damaged
35indoor environments. The campaign shall educate the public on
-1-1the health effects of indoor mold in damp and water-damaged
2buildings and building materials, and on the methods of
3identifying and remediating indoor mold, and shall provide
4contact information for organizations or government agencies
5that assist the public with indoor mold concerns.
63. The department shall adopt rules pursuant to chapter
717A, including rules that provide for the requirements and
8procedures for the five-year review and the parameters for the
9public information and awareness campaign, and any other rules
10necessary to administer this section.
11 Sec. 2. NEW SECTION. 135.39G Mold remediation — standard
12of care.
13All mold remediation performed in the state must be
14conducted in accordance to the most recent edition of
15ANSI/IICRC S520 standard for professional mold remediation,
16or its successor publication, or any other equivalent
17ANSI-accredited mold remediation standard approved by the
18department.

22This bill relates to an indoor mold public information and
23awareness program, and establishes a mold remediation standard
24of care.
25The bill defines “indoor mold” to include any form of
26multicellular fungi found in damp or water-damaged indoor
27environments and building materials. The bill requires the
28department of health and human services (HHS) to establish
29an indoor mold public information and awareness program.
30Beginning July 1, 2026, HHS shall review the adverse effects
31to humans from exposure to indoor mold by consulting with
32medical research institutions and organizations with expertise
33in adverse effects of such exposure, and submit a report
34including findings and recommendations to the general assembly
35by June 30, 2027. Every five years, beginning July 1, 2027,

2mold identification and remediation and submit a report to the
3general assembly. HHS shall establish a public information and
4awareness campaign to provide resources and educate the public
5on the dangers of indoor mold and damp or water-damaged indoor
6environments.
7The bill directs HHS to adopt rules to administer the bill.
